Hindustan Times, 29 September: a Sushma Valencia allotment was restored, a penalty was set aside, and 10 percent interest was ordered. One file, not a rate card.

On 29 September 2026 Hindustan Times reported that Punjab RERA restored Vishal Talwar’s allotment at Sushma Valencia, Nagla village, Zirakpur, after Suksha Developers cancelled it in December 2024 and demanded a penalty the report puts around ₹16–17 lakh. The agreement of 9 July 2019 priced that flat at ₹59 lakh. He had paid ₹53 lakh, including a housing-loan disbursal. Possession was due on 8 October 2021 and was offered on 1 October 2024.

The order, as reported, directs 10 percent annual interest on the ₹53 lakh from the missed possession date, and a possession letter only after a completion certificate. Interest continues until possession or two months after that certificate, whichever is earlier. That is a buyer-protection outcome on one complaint. It is not a discount, and it is not the price of the next flat in the tower.

  • If you are offered Valencia, ask for the completion certificate of that tower, not a 2019 brochure.
  • The promoter named in the report is Suksha Developers. Match that name to the agreement.
  • A restored allotment does not tell you what a different floor should cost in October 2026.
